From The Trail of Tears until today, it is clear that The Hand That Executes The Oppression Of The Nation State is selective in whom it's aggression is unleashed upon, depending on the accepted scapegoat of the time. Fascism is unique in that it continually broadens it's scope, until all are gobbled up.
This oppression has often been achieved as a means to an ends for the Powerful. Divide and Conquer.
